Reappraisal Services

The Town of St. Albans is seeking a qualified reappraisal firm to provide a complete reappraisal of all real property in the town. The selected vendor will be responsible for designing a system to accurately and efficiently complete inspections of all property, providing a complete Grand List, and implementing a Computer Assisted Mass Appraisal software. The vendor will also be required to create and send a Notice of Change of Appraisal to all property owners and provide staff to hear initial grievances. The town has not had a re-appraisal since 2008 and is looking to get the process started as soon as possible. • The vendor must be an approved appraisal firm as noted by the State Department of Taxes, Division of Property Valuation and Review. • The vendor must have experience providing cloud-based solutions/services for at least 5 years. • The vendor must have experience implementing and providing services using cloud-based tools, specifically New England Municipal Resource Center, VTPie, and MyVTax. • The vendor must provide a detailed scope of work, including start and completion dates, quarterly status reports, and penalty amounts for non-compliance. • The vendor must quote a fixed price for implementation services, customizations, software licenses, and support fees.
