On-Call Appraisal Services

The City of St. Joseph is seeking proposals for On-Call Appraisal services from qualified and experienced companies. The selected consultant will provide appraisal services for various property types, including fee simple, leased fee, and leasehold valuations, as well as partial acquisitions and right-of-way acquisitions. The consultant may also be tasked with independent review of appraisal reports and providing real estate consulting services on an as-needed basis. The contract will be for a three-year period, and the consultant must comply with Uniform Standards of Professional Appraisal Practice (USPAP) and applicable state appraisal licensing requirements. • The consultant must have state-certified general appraisers in good standing and demonstrated experience with public agency projects. • The consultant must be familiar with local and regional market conditions and able to provide expert witness testimony as needed. • The consultant will be compensated on a time-and-materials basis or fixed fee per task order. • The consultant must maintain internal quality assurance/quality control procedures and respond to Agency review comments in a timely manner.
