Lockwood TEDD Infrastructure Master Plan Update

Yellowstone County is seeking a qualified consulting firm to update the Lockwood TEDD Infrastructure Master Plan using a phased‑implementation approach. The work is limited to planning‑level analysis, environmental screening, and strategic sequencing of water, wastewater, road, storm‑water, and utility upgrades to enable industrial development. The contractor must deliver interim and final memoranda, cost estimates, and a Phase 1 Environmental Site Assessment, and will present findings to the TEDD Advisory Board and County Commissioners. • Review and synthesize existing master‑plan documents, studies, and utility data. • Produce a phased infrastructure implementation matrix with planning‑level cost estimates and trigger points. • Conduct a Phase 1 Environmental Site Assessment for the entire 1,200‑acre TEDD area and integrate findings into the implementation strategy. • Provide interim (≈ 3‑month) and final deliverables, including maps, memoranda, and a formal presentation. • Must comply with Montana prevailing‑wage rules, insurance requirements, and local‑preference hiring policies.
