Greenville County is seeking a qualified consulting firm to review and fully update its 2008 FEMA Disaster Debris Management Plan (DDMP) so that it meets current federal, state, and local requirements and can be rapidly deployed during future hurricanes or severe storms. The consultant will assess eight pre‑identified temporary debris storage and reduction sites, produce zone maps, define collection, processing, transportation, and disposal procedures, integrate NIMS/ICS structures, and ensure FEMA Public Assistance reimbursement eligibility. Deliverables include an electronic, field‑ready Storm Debris Management Plan, supporting maps, and a briefing meeting with County staff.
• Update DDMP to align with FEMA PA Guide, FHWA Emergency Relief Fund, EPA best practices, and NIMS/ICS.
• Evaluate and map eight temporary debris storage/reduction sites (zone maps, traffic flow, processing methods).
• Define debris types, handling, reduction, recycling, and disposal strategies.
• Provide FEMA reimbursement documentation guidance and contractor pre‑qualification procedures.
• Include public information templates, health & safety considerations, and environmental compliance.
• Deliver final electronic plan and conduct a final review meeting with County officials.
