The County of Loudoun is seeking qualified contractors to deliver a broad portfolio of year‑round recreational and educational programs—including classes, camps, leagues, tournaments, clinics, day trips, and workshops—both in‑person and virtually. Services must be provided by certified instructors (CPR, First Aid) who pass background and child‑protection checks, and may be delivered at county facilities, the contractor’s own sites, or other off‑site locations. The contract will be awarded on a rolling basis with multiple acceptance windows from March 2025 through February 2030, allowing the county to award several separate agreements over the contract term. Contractors are responsible for program design, staffing, safety compliance, marketing to the county’s brochure schedule, reporting, invoicing, and insurance. No minimum volume is guaranteed; awards are made as needs arise. • Scope covers dozens of activity categories (sports, arts, STEM, adapted programs, adventure, fitness, etc.). • Instructors must hold CPR/First Aid certifications; additional certifications (MAT, AED) are recommended. • Proposals accepted monthly (second Friday) after an initial March 2025 deadline; final cutoff Jan 25 2030. • Optional pre‑proposal conference on 02/14/2025; quarterly virtual briefings thereafter. • Contractor must manage staffing ratios, background checks, participant communications, and post‑program reporting. • Payments made within 30 days of invoice submission, with detailed line‑item requirements.
