The U.S. Navy is seeking a qualified small‑business (WOSB) to develop a complete drawing package and Bill of Materials for habitability upgrades (messing, berthing, stateroom, and sanitary spaces) aboard TSV‑4 Narragansett. The contractor must attend at least one mandatory site‑check at Colonna’s Shipyard, produce draft deliverables within 40 days after award, and submit final electronic and hard‑copy packages by 61 days (no later than 8 Jan 2027). No fabrication, removal, or installation work is included; the effort is purely engineering‑design and cost‑estimation.
• Conduct a mandatory ship‑check to verify existing interior conditions.
• Produce NAVSEA‑format drawings of galley, mess, berthing, and sanitary areas.
• Generate a detailed BOM with quantities, part numbers, cost estimates, labor hours, and lead‑time data.
• Deliver drafts (≤ 40 days) and final package (≤ 61 days) electronically via DoD SAFE and two full‑size paper copies to the designated Navy facilities.
