Employment Assistance Program Services

The City of San Diego is seeking a qualified provider to deliver a comprehensive Employee Assistance Program (EAP) for approximately 13,300 city employees and their families. The contract is a five‑year, fixed‑price services agreement that includes 24/7 crisis counseling, up to eight counseling sessions per participant per year, management consultation, legal and financial advisory, critical‑incident support, drug‑free workplace services, and extensive reporting and promotional activities. The vendor must supply master’s‑level clinicians, maintain a dedicated account manager, meet extensive insurance and bonding requirements, and comply with local equal‑opportunity and small‑business participation policies. • Unlimited telephonic/online assessments and 8 counseling sessions per participant annually • Management‑level consultation, crisis response, and critical‑incident debriefing (CISD) • Legal, financial, parenting, elder‑care, pet‑care, and identity‑theft services at no cost to employees • Quarterly/monthly utilization reporting, annual stewardship meetings, and promotional material development • Required insurance coverage, performance bond (25 % of contract value), and adherence to ELBE/SLBE preference points
