Description

The Department of Technology, Management and Budget (DTMB) is seeking professional engineering services to perform a Phase 100 study at the Holly State Recreation Area. The study aims to evaluate the current condition of the Thread Creek Dam and provide options for removal or replacement. The selected firm will be required to provide a complete proposal, including a technical proposal, cost proposal, and reimbursable items. The project timeline is expected to be approximately 12 weeks, with an award of design contract in June 2026 and completion of the Phase 100 study by September 2026. Key services required include topographic survey, soil borings, and geotechnical review of the existing dam. • The project requires a mandatory pre-proposal meeting on May 1, 2026. • The proposal must include meetings as required to fulfill the intent of the contract. • The selected firm will be required to maintain a complete project file of all project documentation. • Reimbursable items include field services, travel expenses, permitting, and testing required for the proper design of the project.

Budget estimate

$100,000 – $250,000

The budget for this opportunity can be estimated based on the scope of work and the reimbursable items listed. The project requires a topographic survey, soil borings, and geotechnical review of the existing dam, which may cost around $17,500. Additionally, the project requires field services, travel expenses, permitting, and testing, which may add to the overall cost. Assuming a moderate complexity of the project and an average billing rate for engineering services, the total budget can be estimated to be between $100,000 and $250,000.
