PHARMACY BENEFITS MANAGER

The City of Charlottesville is seeking a qualified Pharmacy Benefits Manager (PBM) to administer its self‑funded prescription drug program for approximately 1,100 active employees and pre‑65 retirees. The contract runs from January 4 2027 through June 30 2028 with an option for up to six one‑year renewals. The PBM must provide end‑to‑end services including formulary management, network administration, specialty pharmacy, utilization management, rebate administration, member services, data integration with the City’s BenefitFocus enrollment platform, and coordination with the medical TPA. Proposals must be submitted electronically via the City’s OpenGov portal by September 16 2026, 2:00 PM. Evaluation criteria focus on experience, methodology, proposal quality, and price.
