Program Risk Manager

The Middlesex County Joint Health Insurance Fund (MCHIF) seeks a qualified professional to serve as its Program Risk Manager for a one‑year term (April 1 2026 – March 31 2027). The role blends strategic consulting, statistical analysis, compliance reporting, and on‑the‑ground field support for the Fund and its member Local Units. The manager will design and evaluate benefit‑plan options, prepare annual trend reports, oversee provider compliance, manage claims and complaints, assist with membership growth, and support local units in budgeting, risk‑management, and stop‑loss insurance procurement. The contract will be awarded by a majority vote of the Fund Commissioners in a public meeting, and proposals will be evaluated on qualifications, experience, timeliness, rate competitiveness, and other best‑interest factors. • Core duties include annual employee‑benefits trend reporting, cost‑containment strategy development, and provider‑compliance assessments. • Field services require monthly complaint‑log reviews, plan‑document coordination, and direct assistance to local units on claims, budgeting, and benefit‑design negotiations. • The contractor must attend all Fund executive meetings, respond to ad‑hoc requests, and may be asked to resubmit proposals if the Committee revises requirements.
