The City of Salina is seeking a qualified operator to manage and run its municipal animal shelter. The contractor will be responsible for all animal husbandry functions, compliance with Kansas licensing, public intake and adoption services, veterinary care, volunteer and foster programs, and routine facility maintenance. The City will provide the building, utilities (except electricity), and basic MEP services, while the operator assumes staffing, utilities, and operational costs. The contract is initially for one year with the possibility of two additional one‑year renewals, and proposals are evaluated on a 100‑point rubric covering service description, experience, staffing, and cost proposals.
• Manage daily shelter operations, intake, release, adoption, and euthanasia in compliance with state licensing.
• Provide full animal care services (feeding, veterinary care, exercise, cleaning) and maintain detailed records and reporting.
• Operate public outreach programs, volunteer and foster coordination, and maintain a website for adoptions.
• Submit a three‑year budget and fee schedule, with detailed cost breakdowns and methodology.
• Meet quarterly (first year) then bi‑annual meetings with the City and adhere to audit and reporting requirements.
