The Lansing Board of Water and Light (BWL) is seeking proposals for the acquisition of software, hardware, and implementation services for an Energy Management System (EMS), Supervisory Control and Data Acquisition System (SCADA), and Outage Management System (OMS). The project aims to replace BWL's current systems with a next-generation, integrated platform that provides a common interface and shared code base for real-time monitoring, analysis, control, outage management, planning, reporting, and optimization across both transmission and distribution networks. The proposed solution should meet BWL's functional and technical requirements, including redundancy, availability, capacity, and security. The project will be implemented in multiple phases, and the selected vendor will be required to provide implementation and support services, including training, maintenance, and ongoing support.
• Key features of the proposed solution include:
• Energy Management System (EMS) with advanced software applications for real-time decision making
• Supervisory Control and Data Acquisition (SCADA) system for real-time monitoring and control of field devices
• Outage Management System (OMS) for detecting, predicting, managing, and restoring outages
• Integration with BWL's existing systems, including GIS, AMI, CIS, and enterprise security tools
• Redundancy and high availability to ensure uninterrupted system operation
• Security features to meet NERC CIP standards and support BWL's cybersecurity tools and governance framework
