The City of Phoenix is seeking a qualified engineering consultant to develop design recommendations and provide construction‑administration and inspection (CA&I) services for the rehabilitation of approximately 5,670 ft of large‑diameter cured‑in‑place lined concrete sewer pipe and 56 associated manholes (Grade 4/5). The work includes evaluating existing condition data, proposing repair methods, preparing design documents, cost estimates, permitting assistance, and optional CA&I oversight throughout construction. The scope also calls for data management, public outreach, and final record‑drawing delivery. • 25 pipe segments (15‑60 in. diameter) and 56 manholes to be assessed and rehabilitated. • Design services: condition review, rehabilitation alternatives, detailed design, cost estimating, permitting support. • Optional CA&I services: construction oversight, inspection, submittal review, progress reporting, punch‑list preparation, final as‑built documentation. • Required certifications: OSHA trenching/excavation, confined‑space, NACE Level III inspector for manhole coatings. • Pre‑submittal meeting 11 am, Sep 2 2026 (in‑person & Teams). • SOQ submission deadline 12 pm, Sep 18 2026 via the City’s OpenGov portal.
