The Macon‑Bibb County Affordable Housing Fund is seeking a full‑service property management firm to manage its portfolio of affordable rental units, including Section 8 and income‑restricted homes. The contract is initially for one year with an option to extend up to four additional years (maximum five years). The firm must hold a Georgia real‑estate broker’s license, provide 24‑hour emergency maintenance, handle rent collection, leasing, tenant relations, legal actions, and monthly financial reporting, and maintain separate bank accounts for the fund. A bid bond (5 % of the base bid) and, if the contract exceeds $25,000, performance and payment bonds (100 % of contract price) are required. Minority‑owned, women‑owned, and other disadvantaged businesses are encouraged to participate.
• Manage 13+ affordable housing units (initially 2 single‑family homes + 11 units expected 2027) and future additions.
• Provide full lease administration, rent collection, tenant screening, marketing, and compliance with Fair Housing and local codes.
• Deliver 24‑hour emergency maintenance and coordinate routine repairs through qualified subcontractors.
• Produce monthly management reports, annual inspections, and maintain separate accounting for the fund.
• Submit quarterly subcontractor participation reports to the County’s Office of Small Business Affairs.
• Required qualifications: ≥5 years property‑management experience, Georgia broker’s license, financial stability, bonding capacity, and fidelity/liability insurance.
• Evaluation based on experience, technical approach, staff qualifications, and fee proposal (total 100 points).
