Third Party Administration (TPA) Services for the Self Funded Workers' Compensation and Liability Program

The District is seeking qualified firms to provide comprehensive Third Party Administration (TPA) services for its self‑funded Workers’ Compensation and Liability program. The vendor must administer both workers’ compensation claims and third‑party liability claims—including public officials, employment practices, and police professional liability—on behalf of the District’s self‑insurance program, which has been in place for over forty years. The existing administrative contract with Gallagher Bassett Services, Inc. will be replaced, and the District’s Office of Risk and Benefits Management will continue to actively manage claims. • Administer all workers’ compensation claims for the District’s self‑insured program. • Provide third‑party liability claims administration (public officials, employment practices, police professional liability). • Coordinate subrogation, errors‑and‑omissions, and other specialty liability claims within the self‑insurance framework. • Deliver regular reporting and act as a liaison between claimants, insurers, and the District’s risk management office.
