Description

The City of Seattle, through Seattle City Light, is seeking a qualified consulting firm to maintain, enhance, and expand a custom fisheries‑management database and Spawning Matrix tool used at the newly built Native Salmonid Conservation Facility (NSCF). The consultant will provide ongoing database maintenance, develop new data‑management features, create tools for genetic and demographic monitoring, produce analysis dashboards, and deliver training and documentation over a multi‑year contract (through December 2030). The effort is front‑loaded in the first two years with up to three on‑site meetings per year, then transitions to lighter support in years 3‑4. The total budget is $421,960, with $310,980 earmarked for the initial two‑year period. • Maintain and troubleshoot the existing WCT database and hosting environment. • Expand the Spawning Matrix tool to prevent full‑sibling pairings and support future stock additions. • Add genetic‑monitoring and demographic data capture (He, Ne, AR, PBT) and ensure compatibility with external labs (WDFW/MGL, PTAGIS). • Build data‑analysis and reporting utilities (dashboards, Excel/VBA, R‑Studio) for annual performance reports. • Provide SOPs, training sessions, and user documentation for SCL staff and NSCF hatchery personnel. • Conduct up to three on‑site meetings in Years 1‑2 and one per year thereafter (optional).
