DESIGN SERVICES FOR GLACIER HIGHWAY (ROSS WAY – SALMON CREEK) WATER MAIN REPLACEMENT

The City and Borough of Juneau is seeking a qualified engineering consultant to develop bid‑ready design documents for the replacement of an aging water main on Glacier Highway between Ross Way and the Salmon Creek Water Filtration Plant. The scope includes hydraulic analysis, pipe‑size selection, two‑season construction phasing, design of waterline crossings, replacement of deteriorated wastewater collection segments, preparation of specifications, cost estimates, and assistance with permitting and loan applications. Deliverables must be completed by November 30 2026 and will support construction over two summer seasons, coordinated with a pending State DOT road reconstruction project slated for 2029. • Develop complete construction‑ready plans, specifications, and engineer’s estimate. • Produce technical memo on pipe‑size selection and a two‑season construction phasing plan. • Design water main crossings beneath Egan Drive and replace related wastewater segments. • Conduct at least two design workshops with CBJ engineering staff. • Provide cost estimates at 65 %, 95 % and final stages, and maintain design within budget tolerances. • Assist with permitting, easements, and State loan documentation. • Submit final bid‑ready documents by 30 Nov 2026.
