The City of Monroe is seeking a qualified professional engineering firm to provide comprehensive design, permitting, and construction‑phase services for two interrelated projects: (1) a Water System Modernization to address disinfection‑by‑product compliance and upgrade treatment processes, and (2) Raw‑Water Intake Improvements required to accommodate upcoming USACE Section 1135 ecosystem restoration work. The scope includes project management, existing‑conditions review, surveys, geotechnical and hydraulic analysis, alternatives analysis, basis‑of‑design development, permitting coordination, detailed design packages (30 %, 60 %, 90 % and final), construction‑sequencing, and optional bidding assistance and construction‑phase support. The effort will be phased, with separate accounting for each component, and must align with a projected in‑water construction window in 2027 for the intake portion.
• Perform integrated engineering studies (hydrologic, hydraulic, geotechnical, and fish‑screen compliance) for both modernization and intake projects.
• Develop full design documentation, permitting matrices, and construction‑sequencing plans that maintain uninterrupted water service.
• Provide optional bidding assistance and on‑site construction‑phase services, including RFI response, submittal review, and commissioning support.
• Coordinate with multiple agencies (USACE, Oregon Health Authority, ODFW, Confederated Tribes of Siletz Indians) and adhere to the schedule extensions noted in Addendum 1.
