The State of South Carolina is establishing a statewide Qualified Provider List (QPL) for temporary‑personnel staffing. The contract is a fixed‑price, term‑contract that allows any state agency, higher‑education institution, or political subdivision to order temporary staff through purchase orders. Contractors must supply both white‑collar (professional/clerical) and blue‑collar (labor) workers, adhering to prescribed hourly‑rate minimums/maximums and markup caps (40 % for white‑collar, 45 % for blue‑collar). All workers must be W‑2 employees, undergo background checks, and be located within a 45‑minute travel radius of each service site. The contract runs an initial five‑year period (June 2025 – June 2030) with up‑to‑four optional one‑year renewals, and includes an administrative services fee of 1.25 % of total purchases. Payments are made monthly by electronic funds transfer; the State covers applicable taxes.
