Relay Services

Austin Energy is seeking a qualified contractor to provide staff‑augmentation for routine and emergency relay services across its substations, power plants, transmission and distribution systems. The contract is a 24‑month initial term (with up to three 12‑month extensions) and requires the contractor to supply labor, supervision, equipment, tools, safety devices, and temporary materials to install, test, commission, and maintain relay equipment and associated systems. Work includes loading/unloading materials, fiber‑optic installation, relay panel handling, SCADA RTU wiring, commissioning tests (Doble, CT Ratio, RTS Enoserv, etc.), confined‑space entry, lock‑out/tag‑out procedures, and compliance with OSHA, NFPA, and utility standards. Austin Energy will furnish most hardware; the contractor must provide all labor, tools, trucks, trailers, and safety equipment. Invoicing is on a not‑to‑exceed basis per authorized work releases, with required purchase orders and progress reporting. • Provide on‑call relay installation, testing, maintenance, and emergency response for 78+ substations and associated facilities. • Minimum staffing includes journeyman‑level electrical technicians (qualified up to 345 kV) and required safety/drug‑screening programs. • Contractor must mobilize within 15 days of contract award and be ready for short‑notice deployments. • All work must comply with Austin Energy’s safety policies, OSHA 1910.146, NFPA codes, and utility standards (ERCOT, NERC, ISO). • Materials are supplied by Austin Energy; contractor handles transport, storage, and protection. • Monthly progress reports required for work releases ≥30 days; final report due 30 days after job completion.
