Description
The Colorado Department of Corrections (CDOC) is conducting market research to modernize its statewide inmate entertainment and information delivery system. The current legacy satellite‑based, analog RF network serving ~19 facilities and ~16,500 inmates is reaching end‑of‑life. CDOC seeks scalable, secure, and cost‑effective solutions that can deliver linear TV, video‑on‑demand, educational and rehabilitative content, and potentially integrate with inmate tablet programs. Vendors must assume no existing CDOC infrastructure will be provided and must propose delivery models such as IPTV/OTT, hybrid fiber‑coax, streaming/VOD, or wireless/tablet integration. Key requirements include 99.9 % system uptime, sub‑2‑second video start, support for 100 % concurrent usage, hardened tamper‑resistant hardware, white‑list security, remote channel disabling, and a centralized management dashboard. The RFI requests technical architecture details, content acquisition strategies, security measures, cost models, and support plans. Responses are due electronically by September 8, 2026; questions must be submitted by August 11, 2026. No award will result from this RFI; it is purely for market research.
