Request For Proposal (RFP) for NASA Agency-wide Supply of Liquid and Gaseous Helium

NASA is seeking an agency‑wide indefinite‑delivery‑indefinite‑quantity (IDIQ) contract to supply both gaseous and liquid helium to dozens of its research, launch, and test facilities across the United States. The contract will be awarded on a firm‑fixed‑price basis, with a base period of two years and three one‑year options, allowing the Government to place task‑order deliveries as operational needs arise. Suppliers must demonstrate capability to produce, store, and deliver helium at high pressures, meet MIL‑PRF‑27407E grade specifications, and comply with strict security (PIV badge) and driver citizenship requirements. The work includes routine deliveries to sites such as Kennedy Space Center, Glenn Research Center (Lewis Field and ATF), Marshall Space Flight Center, and the Michoud Assembly Facility, as well as emergency deliveries on a 24/7 basis. • Provide gaseous helium (standard cubic feet) and liquid helium (500 L dewars) to multiple NASA centers. • Meet pressure, purity, and connection‑interface requirements (e.g., 2″ × 4″ flex hose, Cv ≥ 23.5 isolation valve). • Deliver within defined routine windows (e.g., 8 a.m.–4 p.m.) and respond to emergency orders within 24 hours. • Submit detailed capability forms covering production capacity, storage, fleet size, and driver resources.
