NASA Johnson Space Center is issuing a multi‑award IDIQ Firm‑Fixed‑Price contract to develop, certify, and operate a Commercial Low‑Earth‑Orbit Destination System (CLDS) that will replace the ISS for U.S. crewed LEO operations. The effort is organized into five CLINs covering initial design and development, system certification, three categories of mission services (crew‑tended, continuous‑crew, and full‑capability), optional extra services, and special studies. The contractor must provide design, manufacturing, testing, integration, launch‑vehicle certification, crew‑health support, safety and mission‑assurance plans, and be capable of using either Government‑Furnished Transportation (first four missions) or certified commercial launch vehicles. Small‑business participation, extensive reporting, and strict data‑rights, insurance, and export‑control compliance are required.

• Deliver three mission‑service options (A, B, Standard) with minimum 2 USG crew, up to six‑month continuous operations.
• Provide optional services such as extra crew seats, additional payload capability, and special studies.
• Comply with stringent NASA clauses on data rights, insurance (max $200 M for Category 2 launch vehicles), and small‑business utilization.
• Submit extensive technical, pricing, and management volumes, and meet all milestone dates (pre‑proposal conference 15 Oct 2026, Q&A 21 Oct 2026, proposal due 8 Dec 2026).
