Invitation to Qualify: Federal Litigation Services

The City of Pittsburgh is seeking to retain outside counsel to provide legal advice and representation on an as-needed basis in situations where the City Solicitor determines that the Department does not have adequate expertise or personnel to handle the matter. The successful proposers will be used on a rotating basis to provide general legal services, including civil rights defense and 42 U.S.C. Section 1983 claims. The scope of work includes providing review, analysis, and application of relevant law, representing the City as a plaintiff or defendant in litigation, and conducting discovery and trial preparation. • The City may select more than one firm to provide as-needed legal services. • The successful proposers will be required to enter into a contract with the City of Pittsburgh. • The contract term is three years, with the option to submit proposals up to six months prior to the end of the term. • The City expects to deal principally with the primary attorney, who must have experience in civil litigation and 42 U.S.C. Section 1983 claims. • The firm must provide proof of insurance and coverage amounts for all legal malpractice and professional liability policies. • The firm must disclose any significant business developments within the past three years, such as mergers, restructuring, or changes in ownership.
