Description

The Town of Ipswich is seeking a qualified vendor to provide dewatering services for approximately 250,000 gallons of alum‑based sludge from two lagoons at its drinking‑water treatment plant. The contractor must remove the water, produce a dewatered cake (minimum 15‑20% solids) meeting EPA Method 9095, and manage discharge water to comply with the town’s NPDES permit. Work includes mobilization, equipment (centrifuge, belt filter press, or equivalent), on‑site safety, daily production reporting, and full responsibility for environmental controls, insurance, and compliance. The contract is for a one‑year term with the actual work required to be completed by 31 Oct 2026. Three sealed paper bids (original + two copies) are due by 2 PM on 10 Sep 2026. A mandatory pre‑bid site inspection must be completed and documented. • Dewatering ~250,000 gal of 1‑4% alum sludge to ≥15‑20% solids • Deliver dewatered cake to town‑provided vehicles; discharge water must meet NPDES limits • Provide mobilization, equipment, labor, chemicals, safety measures, and daily reports • Contract term: 1 year; work must finish by 31 Oct 2026 • Mandatory on‑site inspection (schedule with Joe Ciccotelli, (978) 356‑6639) • Submit three sealed paper bids by 2 PM, 10 Sep 2026 to 272 High St, Ipswich, MA • Bid bond 5 % of estimated price; insurance minimums $1 M per occurrence, $3 M aggregate

Budget estimate

$50,000 – $150,000

Based on typical dewatering contracts for municipal water facilities, the town will likely pay a mobilization fee, a per‑dry‑ton rate for the dewatered cake, and demobilization costs. Assuming a conservative $500‑$1,200 per dry ton for 60 dry tons (≈$30,000‑$72,000) plus $10,000‑$20,000 for mobilization/demobilization and ancillary costs (fuel, labor, insurance), the total contract value is estimated between $40,000 and $120,000. The range reflects variability in equipment choice (centrifuge vs. belt press), chemical usage, and any additional environmental mitigation required.
