The Texas Juvenile Justice Department (TJJD) seeks a Retail Electric Provider (REP) to supply all electricity needs for its statewide correctional and halfway‑house facilities. The contract will commence on the first meter‑read date after December 1 2026 and run for an initial two‑year term (December 1 2026 – November 30 2028) with up to three one‑year renewal options. The REP must deliver electricity to dozens of locations across Texas, provide ERCOT settlement, billing per PUCT rules, 24/7 customer support, and maintain at least 99 % system uptime. Pricing must be a fixed, discount‑rate structure covering all commodity components; TDSP delivery charges may be passed through without markup. The agency will evaluate suppliers on market experience, financial stability, billing performance, customer‑service metrics, and community‑benefit programs. Invoicing is to be submitted electronically to designated TJJD email addresses, with payment within 30 days of receipt.
