26-061 Commissioning Agent for Pensacola International Airport Terminal Expansion

The City of Pensacola seeks a qualified firm to act as the Commissioning Agent (CxA) for the Airport Terminal Expansion and Modernization Program, including the new Packaged Chiller Building. The CxA will serve as the airport’s trusted advisor to ensure that all project objectives—safety, operational continuity, passenger experience, budget, schedule, quality, sustainability, and regulatory compliance—are met while minimizing disruptions to ongoing airport operations. Construction is slated to begin in 2027 with completion targeted for 2028. • Provide independent verification, testing, and documentation of all building systems to confirm they meet design intent and regulatory standards. • Develop and execute commissioning plans, including functional testing, performance verification, and training for airport staff. • Coordinate closely with design engineers, contractors, and airport operations to resolve issues promptly and keep the project on schedule. • Deliver comprehensive commissioning reports, punch‑list items, and warranty support for all mechanical, electrical, and control systems. • Ensure compliance with all applicable FAA, TSA, and local codes, and integrate sustainability and energy‑efficiency criteria throughout the project.
