Emergency Management Program Coordinator (EMPC)

The State of South Dakota is seeking a contractor to provide Emergency Management Program Coordinator (EMPC) services to support the South Dakota Army National Guard’s emergency‑management program. The contractor will fund and guide EMPC activities, develop and maintain emergency‑management plans, conduct risk assessments, coordinate multi‑agency communications, and lead training and exercise programs. The effort is a firm‑fixed‑fee contract based in Rapid City with statewide travel, requiring a Secret‑level security clearance and a Master’s degree in Homeland Security/Emergency Management. The base period is five years with optional one‑year extensions.
