DIDS Organizational Change Management

The Delaware Department of Technology and Information (DTI) seeks a qualified consulting firm to provide organizational‑change‑management services for the Delaware Integrated Data System (DIDS). The work is advisory only and includes developing a governance charter, a comprehensive communication plan, and planning/executing an in‑person annual conference for 100+ state stakeholders. The contract is a one‑year fixed‑price agreement with a possible three‑month month‑to‑month extension, and payment is milestone‑based upon acceptance of each deliverable. • Governance charter creation – stakeholder engagement research, committee recruitment, and sustainable governance framework. • Communication plan – cadence, channels, content creation (emails, website, reports, newsletters). • Annual conference – agenda development, speaker coordination, budget/venue/logistics management, execution, and post‑event reporting. • Required qualifications – >5 years IDS/IT project‑management experience, proven state‑level IDS governance work, use‑case development, and ability to meet stringent data‑security, background‑check, and insurance requirements. • Proposal must be submitted electronically via the DTI portal and as a sealed USB drive by 2:00 PM EST on 24 Feb 2026.
