The Board of Water and Light (BWL) of Lansing, Michigan is seeking a qualified consultant or consulting team to perform a comprehensive inspection of high‑energy pipe system supports at its REO Cogeneration Plant and Backup Boiler Infrastructure. The work includes reviewing design documents, conducting on‑site hot‑position inspections before October 2 2026, and cold‑position inspections during scheduled steam outages (Oct 2‑18 2026 for the REO plant and summer 2027 for the backup boilers). Deliverables consist of a detailed report with corrective‑action recommendations, re‑inspection intervals, walk‑down frequency guidance, and photographic documentation. Proposals are evaluated on technical capability, relevant experience, added value, and cost.
