This solicitation seeks an experienced environmental consulting firm to provide comprehensive Hazmat inspection, testing, and project‑management services for the Metropolitan Government of Nashville. The work will be performed on an as‑needed basis under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract and includes regulated‑materials surveys, asbestos and lead‑paint testing, universal‑waste assessments, petroleum inventory, abatement oversight, waste transportation, and detailed reporting. Vendors must hold the appropriate certifications (AHERA‑qualified asbestos inspectors, AIHA‑accredited labs, etc.), obtain MNPD background checks for all site personnel, meet minority‑ and women‑business participation goals, and furnish the required insurance coverage. Proposals are evaluated on experience (70 pts) and a general management plan (30 pts).
• Conduct RMS, asbestos, lead‑paint, universal‑waste, and petroleum inventories; submit reports within 30 days of notice to proceed.
• Oversee licensed abatement contractors, manage waste manifests, perform clearance air monitoring, and deliver final close‑out documentation.
• Provide EBO documentation, subcontractor disclosures, and certify compliance with OSHA, NESHAP, RCRA, DOT, and Tennessee procurement regulations.
