Drug Demand Reduction Program (DDRP) Observer Support Services

The U.S. Army is conducting market research to identify qualified sources for the Drug Demand Reduction Program (DDRP) Observer Support Services. The services required include providing qualified observers to ensure the integrity of the drug testing collection process. Key tasks involve direct observation of urine sample provision, verifying sample integrity, maintaining proper chain of custody, and performing related administrative duties in a professional and confidential manner. The anticipated contract will be a Firm-Fixed-Price (FFP) contract with a period of performance of one 12-month base year, plus four 12-month option years. • The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform DDRP Support Services. • The contractor shall comply with all applicable installation/facility access and local security policies and procedures. • The contractor shall ensure that all contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.
