ECMC Orphan Well Program MTOC

The State of Colorado’s Department of Natural Resources, on behalf of the Energy and Carbon Management Commission, is seeking qualified firms to provide a broad suite of services for the Orphaned Well Program (OWP). The contract will be a single‑award Main Task Order Contract (MTOC) covering a five‑year period, with the possibility of additional task orders as needs arise. Services include well identification, methane sampling, well plugging, wellhead removal, equipment de‑commissioning, flowline abandonment, waste management, storm‑water controls, site back‑filling, re‑grading, seed‑bed preparation, weed control, fencing, soil analysis, TENORM testing, and other on‑call field activities. No minimum work volume is guaranteed; the State may award multiple task orders over the contract term. The award will be based on technical qualifications, past performance, and price competitiveness.
