South Cannon Street Realignment

The City of Seaford, Delaware is soliciting bids for the South Cannon Street Realignment project. The project involves: 1. Removing an existing 600 sq ft concrete pad 2. Stripping topsoil for the roadway and placing 8" of CR-6 fill 3. Grading the existing roadway with topsoil 4. Seeding and matting disturbed areas 5. Relocating a fence to the new roadway 6. Installing two bollards Bids must be submitted in a sealed envelope by 2:30 pm on September 2, 2026, to the City Manager's office. The bid must include all materials, labor, and equipment necessary for the project. The city reserves the right to reject any bid and may award the contract to the lowest responsible bidder. The project must be completed within 60 calendar days from the projected award date of September 9, 2026, and no work will take place on Sundays. The contractor will be charged liquidated damages of $100 per day if the work extends past the 60-day period. The bid must include the following items: * Remove existing concrete pad (600 sq ft) * Strip topsoil for roadway and place 8" of CR-6 fill (2,400 sq ft) * Grade existing roadway with topsoil (2,400 sq ft) * Seed and matt disturbed areas (1 lot) * Relocate fence to new roadway (1 lot) * Install two bollards (1 lot) The bid must also include the total bid amount and the unit prices for each item. The city requires the contractor to provide proof of insurance, including comprehensive liability, bodily injury, and property damage, and workers' compensation insurance. The contractor must also provide a written certificate with each progress payment request stating that they have paid their labor, vendors, suppliers, and subcontractors in full. The city will review the bids and award the contract to the qualified contractor who presents the proposal with the lowest cost that fully meets the specifications. Experience will also be a factor in considering the award of the contract.
