Oak Ridge National Laboratory (ORNL), managed by UT‑Battelle for the U.S. Department of Energy, is seeking a firm‑fixed‑price proposal to supply a complete dilution refrigerator system, including a gas‑handling system, refrigerator, and two identical ^3He/^4He dilution inserts. The system must meet stringent cryogenic performance specifications (≤ 30 mK base temperature, ≥ 40 µW cooling power at 100 mK, ≤ 2 hour cool‑down, 48‑hour continuous base‑temperature operation) and be delivered ready for installation within 12 months of order receipt. The award will be based on the lowest priced technically acceptable proposal, with extensive technical documentation, calibration certifications, and software quality‑assurance deliverables required.
