RFP - FPS - MFD Facility Assessment

The City of Minneapolis is seeking a qualified consulting firm to conduct a comprehensive functional‑facility, space‑needs, and condition assessment for the Minneapolis Police Department’s 16 facilities. The effort is divided into review of prior assessments, detailed space‑utilization analysis, on‑site condition surveys, and a final report with recommendations, phasing, and cost estimates. The contract will be a single‑award firm‑fixed‑price agreement with a maximum one‑year term, and the consultant must deliver all reports within 60‑80 working days after the Notice to Proceed. • Review existing 2024 assessments (Wold Architects, McKinstry) and verify implementation status. • Perform Phase 2A functional‑facility/space‑needs analysis and Phase 2B condition surveys for each facility. • Produce combined facility‑specific reports with findings, prioritized recommendations, cost estimates, and implementation plan. • Meet insurance (≥ $2 M CGL), background‑check, and affirmative‑action requirements; no specific SUBP goals are imposed. • Deliverables are due within the stipulated working‑day windows; the contract may extend up to one calendar year.
