RFQ #26-007 Commissioning Services for School Buildings RFQ

The Oregon Department of Energy is seeking qualified commissioning firms to provide commissioning services for school facilities. The selected firms will be invited to sign a Prequalified List Agreement for commissioning services. The agreement will be for a term of three years with the option to renew once for a three-year period without full re-application. The commissioning services will include ensuring that new energy-using systems are designed, installed, functionally tested, and capable of being operated and maintained to perform in accordance with the design intent. The scope of work includes commissioning plan, commissioning specifications, functional testing, commissioning schedule, inspection checklist, and commissioning issues log. • The selected firms will be required to attend an orientation meeting prior to entering into any contracts with contracting agencies. • The firms will be evaluated based on their qualifications, experience, and technical expertise. • The evaluation criteria include commissioning firm qualifications, technical services, organization, management, and administration, commissioning firm's project experience, work samples, and minimum submission requirements. • The firms must meet the minimum qualifications stated in the RFQ, including education, training, and expertise. • The firms must also demonstrate knowledge and expertise in performing commissioning services for school buildings and facilities.
