Federal Representation Services

The Port of Portland is seeking one or more qualified lobbying firms (or consortiums) to provide continuous Federal Representation Services for up to five years. The provider will act as the Port’s advocate in Washington, D.C., monitoring legislation, shaping policy, and assisting with federal funding opportunities. Services are structured as a fixed monthly fee for core lobbying activities, with additional policy work billed hourly. The award will be based on a weighted evaluation that emphasizes shared‑prosperity initiatives (community investment, workforce development, small‑business engagement), qualifications, team expertise, approach, and cost. • Core duties include legislative monitoring, strategy development, direct lobbying of Congress and federal agencies, and assistance securing federal appropriations. • Vendors must maintain a Washington, D.C. office, hold all required federal lobbying registrations, and submit detailed subcontractor disclosures. • Evaluation places 25 % weight on demonstrated community and workforce commitments, 25 % on qualifications, 25 % on team, 15 % on approach, and 10 % on price.
