Department of War Office of the Assistant Secretary of War OASW(EI&E) Resilient Infrastructure and Layered Passive Survivability

The Department of War’s Office of the Assistant Secretary of War for Energy, Installations, and Environment is issuing a Request for Information (RFI) to gather technical concepts, capabilities, and insights that could improve the passive survivability of military installations. The solicitation seeks innovative, non‑prescriptive solutions across four focus areas: advanced hardening materials, subterranean engineering, signature management and deception, and utility/grid resilience. Respondents must provide performance metrics, logistics considerations, technology readiness levels, and identify procurement or regulatory barriers that could impede adoption. No contract award or funding is guaranteed; the information will inform future MILCON planning and research pipelines. • Provide novel material or structural concepts that dissipate kinetic/ blast energy more effectively than conventional concrete. • Describe methods for scaling underground facilities and associated lifeline systems (ventilation, power, egress). • Explain approaches to reduce multispectral signatures or create deceptive decoys to mislead targeting systems. • Outline strategies for decentralized, self‑healing utility networks that maintain operation after physical disruption. • Supply TRL assessments and transition timelines, and note any existing MIL‑Standards that hinder integration.
