The U.S. Army is seeking industry input through an RFI and a forthcoming Industry Day (November 2026) to explore a commercially disciplined operating model for Government‑Owned, Contractor‑Operated (GOCO) ammunition plants. The goal is to shift from a purely Government‑directed, reimbursable‑operations approach to one that gives the contractor greater responsibility for utilization, modernization, maintenance, workforce development, and performance while preserving mission‑critical oversight. Respondents are asked to complete a questionnaire by 16 Oct 2026, addressing topics such as commercial operating models, risk allocation, demand and capacity management, flexible/resilient production, commercial workload integration, contract structure, and technical‑data/IP considerations. The Army will use the feedback to shape future GOCO competition strategies and contract terms.
