The State of Delaware seeks a vendor to design, build, and operate a statewide Electronic Visit Verification (EVV) data aggregation and oversight platform. The contractor will ingest EVV data from up to 27 third‑party vendors, normalize and validate the information, generate compliance and program‑integrity reports, and provide ongoing help‑desk support. The solution must be vendor‑neutral, hosted in the United States, meet CMS and federal security standards, and support integration with Medicaid claim systems, managed‑care organizations, and T‑MSIS reporting. Payments are milestone‑based with hold‑backs, and the base contract term is five years with optional one‑year renewals. • Ingest and validate EVV data from multiple third‑party sources via APIs or batch files. • Provide dashboards, standard reports, and monthly CMS operational metrics. • Offer 24×7 help‑desk, onboarding assistance, and maintain system availability, security, and compliance (CMS SMC certification, HIPAA, NIST/FIPS‑140‑2). • Deliver a fixed‑price, phased implementation (baseline plan, requirements, design, testing, production acceptance, and warranty).
