Description

The City of Cleveland’s Mayor’s Office of Capital Projects is seeking a qualified consulting firm to design and execute a comprehensive community‑engagement and strategic communications program that will support the implementation of the Cleveland Parks & Recreation Master Plan. The consultant will develop a stakeholder‑analysis, messaging framework, public‑facing materials (print, digital, multilingual), facilitate public meetings, and produce a communications toolkit for ongoing use. The effort is organized into three stages—planning, engagement, and implementation support—and must be completed within roughly one year, with a total professional‑services fee allowance of $100,000. • Develop and execute a community‑engagement strategy aligned with the Master Plan’s Level‑of‑Service recommendations. • Conduct public meetings, workshops, focus groups, and stakeholder interviews. • Produce fact sheets, FAQs, infographics, presentations, website content, and social‑media graphics in multiple languages. • Create a core messaging framework, press‑release templates, and a digital outreach plan. • Deliver an engagement summary report, recommendations, and a reusable communications toolkit. • Provide ongoing implementation support and final close‑out documentation.

Budget estimate

$80,000 – $120,000

The RFP caps the total professional‑services fee allowance at $100,000. Considering typical consulting rates for similar municipal engagement projects (often $100–$200 per hour) and the scope of work (approximately 500–800 total staff hours across research, facilitation, design, and reporting), the expected contract value is likely to fall slightly below the ceiling, roughly between $80,000 and $120,000. The low end assumes a lean staffing model with modest hourly rates; the high end assumes higher‑priced senior consultants and additional optional deliverables.
