The City of Salina seeks a qualified consulting firm to conduct a comprehensive operational assessment of its municipal animal shelter. The consultant will evaluate the facility, daily operations, animal care, community engagement, volunteer program, finance, data management, leadership, and veterinary services, delivering a detailed report with actionable recommendations, cost estimates, and an implementation timeline. This short‑term engagement (approximately 45 days) culminates in a final report and presentation to city leadership. • Review physical layout, safety, bio‑security, ADA compliance, and capital needs. • Analyze shelter processes—including intake, adoption, euthanasia, foster, and transfer programs—and assess staffing, volunteer management, and financial sustainability. • Evaluate data systems, KPIs, and reporting, and provide prioritized improvement recommendations with cost estimates.
