Technical Review Assistance of the Rare Elements Resources Bear Lodge Project Permit Application

The State of Wyoming, Department of Environmental Quality, Land Quality Division is seeking a contractor to provide technical review assistance for the Rare Elements Resources Bear Lodge Project permit application. The contractor will review the hydrology, hydrogeology, and geotechnical related information in the permit application and submit an independent technical memorandum evaluating the adequacy of the mine permit application in meeting the Wyoming Statutes and WDEQ/LQD Rules. The contractor will also participate in site visits, provide expert witness testimony, and replicate and verify model results presented in the permit application. The project is expected to start in the fourth quarter of 2026 and will continue until a decision is made on the permit. Key responsibilities include: • Reviewing the hydrology, hydrogeology, and geotechnical related information in the permit application • Submitting an independent technical memorandum evaluating the adequacy of the mine permit application • Participating in site visits and providing a site visit report • Providing expert witness testimony • Replicating and verifying model results presented in the permit application The State of Wyoming is looking for a contractor with experience in hydrology, hydrogeology, and geotechnical engineering, and the ability to work cooperatively with the State's staff and business partners.
