The Pinellas County Purchasing Department is seeking to establish a pool of certified Small Business Enterprise (SBE) consultants for Consultant Competitive Negotiations Act (CCNA) engagements below the $100,000 threshold. The SBE program provides opportunities for small businesses to participate in the market created by Pinellas County Government. To be qualified, firms must meet certain requirements, including being located in Pinellas, Hillsborough, Pasco, or Manatee counties, having no more than 50 full-time employees, and annual sales not exceeding $3 million or $8 million, depending on the type of business. • The scope of work includes various services such as engineering, surveying, architectural, landscape architecture, planning, and construction management. • Firms must provide a letter of interest, professional consultant certification form, standard form 330, and other required documents. • The county reserves the right to negotiate the cost of services and to disqualify any proposal that includes exceptions to certain provisions. • The selected consultants will be required to provide services in accordance with the Pinellas County CADD Manual for Land Survey and Civil Engineering. • Insurance requirements include commercial general liability, business automobile, workers' compensation, professional liability, and property insurance.
