The State of Ohio seeks a single contractor to design, build, and operate a secure, web‑based Pre‑Admission Screening and Resident Review (PASRR) Level II system for individuals with serious mental illness (SMI) and dual‑diagnosed SMI + developmental disability. The contractor must provide statewide clinical evaluations, develop and maintain the data‑management platform, ensure HIPAA/42 CFR Part 2 compliance, and deliver quality‑assurance, reporting, and transition services. The effort includes staffing licensed mental‑health professionals, meeting tight turnaround times (3‑5 days for standard, 24 hours for expedited), and integrating with Ohio’s Medicaid and Behavioral Health agencies.
