Consulting Services for Creation of a Redevelopment Area

The City of Mesa is seeking a qualified consulting firm to develop a comprehensive Redevelopment Area (RDA) plan and associated Project Book for multiple targeted corridors. The work includes boundary identification, data analysis, public outreach, workshop facilitation, creation of a full redevelopment plan that meets Arizona statutory requirements, and production of professional design and presentation materials over a three‑year term, with the possibility of two additional renewal years. • Deliver a full RDA plan covering boundaries, existing conditions, land‑use, zoning, financing, and displacement mitigation. • Conduct public outreach, including interviews, workshops, and multilingual materials, and produce a “Project Book” cataloguing existing and planned projects. • Provide project management, GIS mapping, data visualizations, and high‑quality design deliverables (InDesign, PowerPoint) for presentations to various City bodies. • Meet a strict schedule: boundary work Q1 2027, workshops April 2027, interim presentations Aug‑Sept 2027, final council action Oct 2027. • Must comply with City insurance, debarment, and other mandatory vendor requirements.
