Description

The United States Coast Guard (USCG) is conducting market research to gather information on commercially available technologies for portable trace detection of narcotics. The USCG is seeking information on portable trace detection systems that can detect a variety of substances, including narcotics and explosives, in a demanding maritime operational environment. Interested vendors are requested to provide information on their solution's detection capabilities, operational performance, physical and environmental characteristics, data management and security, and fleet management and updates. The USCG is also seeking information on the company's experience supporting federal agencies or law enforcement organizations, technical specifications, technology readiness, support and maintenance, training, pricing, and delivery timeline. • Detection of a variety of substances, including narcotics and explosives • Ability to simultaneously detect both narcotic and explosive traces • Minimum detection limits for key substances • Configurability of the substance library by the end-user • Operational performance, including analysis time and system warm-up and initialization time • Physical and environmental characteristics, including dimensions, weight, and portability • Data management and security, including onboard data storage capacity and methods for data export • Fleet management and updates, including remote health monitoring and software/firmware updates

Budget estimate

$100,000 – $500,000

The budget for this opportunity is difficult to estimate, as it is a request for information and not a solicitation for proposals. However, based on the complexity of the technology and the requirements of the USCG, it is likely that the budget will be in the range of $100,000 to $500,000. This estimate is based on the assumption that the USCG will be purchasing a small number of portable trace detection systems, and that the cost of each system will be in the range of $50,000 to $200,000. The total budget will depend on the number of systems purchased and the cost of any additional services or support required.
