Underground Utility Locating Services

This contract concerns the provision of underground utility locating services for the City of Dover, Delaware. The municipal agency issued an RFP (26‑0017COD) that was opened on 22 April 2026, received submissions from three qualified vendors, and ultimately awarded the work to Century Engineering in partnership with Kleinfelder. The awarded firm will be responsible for detecting, mapping, and marking existing subsurface utilities to support municipal construction and maintenance activities, ensuring safety and regulatory compliance. • Scope: Locate, identify, and mark underground utilities (water, sewer, gas, electric, telecom) across city‑wide projects. • Vendor: Century Engineering / Kleinfelder – experienced in utility locating, with a dedicated contact (Bret Martine). • Procurement: Open competition with multiple submissions; award made to the most qualified bidder.
