Description
This solicitation seeks a qualified firm to provide comprehensive real‑property acquisition, right‑of‑way, appraisal, relocation, condemnation, and public‑outreach services for GoTriangle’s transit projects across Durham, Orange, and Wake counties. The contractor must manage title research, negotiate easements and acquisitions, conduct USPAP‑compliant appraisals, prepare legal descriptions and deeds, support condemnation proceedings, and deliver relocation assistance in full compliance with Federal Transit Administration (FTA) and North Carolina statutes. All work will be performed on a fixed‑price, unit‑price basis with milestone payments, and the contract will run for an initial three‑year term with a renewal option.
• Ten core service categories covering acquisition, relocation, appraisal, legal documentation, easements, condemnation, and outreach.
• Mandatory compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act, FTA Circular 5010.1F, Buy‑America, E‑Verify, DBE goals, and related federal and state regulations.
• No subcontracting allowed; the prime contractor must hold the required insurance limits and provide all personnel with the stipulated expertise.
